Kurmanbek Bakiyev: “I have resigned on the recommendation of Putin”

 “I have resigned on the recommendation of Russia’s PM Vladimir Putin” said ousted president of Kyrgyzstan Kurmanbek Bakiyev at the press conference in Minsk.

"I will not return to Kyrgyzstan as president" said Bakiyev.

“There were not any prerequisites for mass disorders in Bishkek. Initially, the US state department has condemned Kyrgyz opposition” added Bakiyev.

 

 

Ousted Bakiyev says has no intention of returning to Kyrgyzstan as president

Deposed Kyrgyz president Kurmanbek Bakiyev said he has no intention of returning to Kyrgyzstan as president, despite his statement that he has not admitted to his resignation.

"I will not return to Kyrgyzstan as president," Bakiyev said.

"I made a statement that I do not admit to my resignation because the country could return to its legal base," Bakiyev said on Friday during a press-conference in Minsk.

On Wednesday, Bakiyev, who had fled Kyrgyzstan following the April 6-8 riots, said he had not in fact resigned and urged world leaders not to recognize the republic's interim government.

Last week, Interim Kyrgyz Prime Minister Roza Otunbayeva showed journalists a copy of a fax that she claimed was ousted President Kurmanbek Bakiyev's resignation letter.

Bakiyev's brother said the faxed document was a fake.

 

Kyrgyz Government to delay decision on U.S. Military Base

The interim Kyrgyz government says it will likely delay any decision on the fate of a U.S. military base.
The Manas air base is key for shipping supplies to troops in Afghanistan, although fewer flights have been made since the ouster of Kurmanbek Bakiev earlier this month. 

Omurbek Tekebaev, a deputy prime minister, told Reuters any decision on Manas would likely come after elections in October. 
Tekebaev, in charge of constitutional reform, said some officials in the interim government want the Americans out, while some aren't sure.

Meanwhile, U.S. Secretary of State Hillary Clinton said Washington had been reassured by the Kyrgyz interim administration that it can keep using the base.
Speaking at a NATO meeting in Estonia, Clinton said Russia had no objections to the United States using Manas since Moscow is allowing the Pentagon to transport troops and materials across Russian airspace. 
The head of the interim Kyrgyz government, Roza Otunbaeva, has said her government would extend the lease on the air base for another year after the current one expires in June.

 

Belarus's Lukashenko insists on Bakiyev's candidacy in Kyrgyz presidential elections

Ousted Kyrgyz President Kurmanbek Bakiyev should participate in Kyrgyz presidential elections, Belarus President Alexander Lukashenko said on Wednesday.

"I don't know how elections without the incumbent president could be held. That surprises me. If this [presidential elections without Bakiyev] happens, it will further aggravate the impasse in Kyrgyzstan even more," the Belarusian president said.

Lukashenko said he had invited Bakiyev to Minsk as Kyrgyzstan's current head of state.

The government in Kyrgyzstan was taken over on April 7, after a series of violent riots began which threatened to turn into a civil war. Bakiyev was toppled and left Kyrgyzstan on April 15.

The interim government has pledged to hold honest presidential and parliamentary elections in the next six months.

 Deposed Kyrgyz president in Minsk under Belarusian protection - Lukashenko

Ousted Kyrgyz president Kurmanbek Bakiyev and his family are currently in Minsk under the protection of the authorities, the Belarusian president said on Tuesday.

"Kyrgyz President Kurmanbek Bakiyev and his family are in Minsk under the protection of our state and under my personal [protection]," Alexander Lukashenko said.

He added that Bakiyev had arrived in Minsk on Monday night.

  

Kyrgyz interim government orders police to shoot to kill

 Kyrgyz interim Prime Minister Roza Otunbayeva has ordered police to shoot and kill looters in the ex-Soviet Central Asian republic.

"In the event of armed assaults on citizens, their houses and private property, attempts on their health or lives, and also attacks on state and military bodies, we will open fire," a statement from the interim government said.

On Monday morning, some 2,000 people armed with sticks set several cars on fire and threw rocks at houses in the northern suburbs of Kyrgyz capital Bishkek, claiming their right for land in local villages. Five people were killed and at least 30 injured in clashes with villagers.

According with Kyrgyz law, citizens are allowed to protect their property using arms.

Belarusian President Alexander Lukashenko announced on Tuesday that deposed Kyrgyz president Kurmanbek Bakiyev had arrived in Minsk on Belarus's invitation and pledged to provide "personal" protection to the ousted president.

Otunbayeva has called for people in the country to remain calm, prevent provocations, and fight arsonists and forces trying to destroy public peace and interethnic harmony.

 If we are satisfied that the provisional government is committed to a quick return to legitimacy and genuinely wants to join the democratic family, the European Union will be ready to provide the necessary political, financial and technical support”, said Katherine Ashton, High Representative for Foreign Affairs and Security Policy, at the session of European parliament in Strasbourg.

“The most important issue right now is to ensure stability and public order. While in general the situation has calmed down since last week, violence continues. Yesterday, reports say that as many as five persons were killed in riots in the suburbs of Bishkek. All sides need to be careful and avoid provocations. The restoration of law and order remains a priority. Citizens and businesses in Kyrgyzstan need to be able to go about their daily life without fear for their lives or their physical integrity. The second issue concerns the legitimacy of the provisional government. Although President Bakiyev has officially resigned, the provisional government needs to commit to a clear plan for how to return to constitutional and democratic order and the rule of law” added Katherine Astnon.

OSCE is ready to help Kyrgyzstan

Head of interim government of Kyrgyzstan Roza Otunbayeva has met with the OSCE chairman, the State Secretary - the Minister for Foreign Affairs of the Republic of Kazakhstan, Kanat Saudabaev on April 20.

Mr. Saudabayev has met with the members of Kyrgyz interim government Omurbek Tekebayev, Temir Sariyev and foreign affairs minister of Kyrgyzstan Ruslan Kazakbayev.

Issues of current situation in Kyrgyzstan have been discussed. Also issues of upcoming parliamentarian and presidential election including the participation of OSCE and other international organizations have been discussed.

  

OSCE chairman to visit Bishkek

The OSCE chairman, the State Secretary - the Minister for Foreign Affairs of the Republic of Kazakhstan, Kanat Saudabaev, will pay a one-day-visit to Kyrgyzstan on April 20, 2010.

According to the press service, K. Saudabaev plans to meet the chairman of the provisional government of the Kyrgyz Republic, Roza Otunbaeva, the members of the provisional government, the Minister for Foreign Affairs, Ruslan Kazakbaev, the representatives of political parties, and civil society. Clashes in Bishkek as Bakiev supporters rally in south Kyrgyzstan

Around 1,000 people armed with sticks faced off with police in a suburb of the Kyrgyz capital today.

Reuters news agency quotes police as saying that the unrest appeared linked to disputes over land on Bishkek's outskirts.
Police officers said the protesters had torched three police vehicles. There have been no confirmed reports of injuries.
Meanwhile, supporters of deposed Kyrgyz President Kurmanbek Bakiev rallied in the southern city of Jalal-Abad today.
An RFE-RL correspondent at the scene says some 1,000 people gathered on the central city square denouncing the interim government formed after Bakiev fled Bishkek in the wake of an April 7 revolt against his rule.
Bakiev fled to Kazakhstan on April 15, eight days after he was driven out of the Kyrgyz capital.

Bakiev's departure from Kyrgyzstan prevented civil conflict

Departure of the President of Kyrgyzstan, Kurmanbek Bakiev, from Kyrgyzstan has prevented civil conflict. The President of Kazakhstan, Nursultan Nazarbayev, said at a briefing in Akorda.

Bakiev Supporters Seize Southern Kyrgyz TV Station

Supporters of deposed Kyrgyz president Kurmanbek Bakiev have seized control of the local television station building in the southern region of Jalalabad.

The group broke into the office of the station's director Batykan Azhymamatovy and demanded to be given air time to make a statement which they then recorded.

The city and region of Jalalabad was one of Bakiev's strongest areas of support.
