Kyrgyzstan asks Belarus to extradite ex-President Bakiyev
Kyrgyzstan's prosecutor general has sent Belarus an extradition request for former Kyrgyz President Kurmanbek Bakiyev, a deputy prime minister in the interim government said on May 7.
Bakiyev took refuge in Belarus after fleeing Kyrgyzstan last month. The interim authorities, who took power amid violent unrest in early April, accuse the ousted president of involvement in the shooting of civilians during the riots in Bishkek.
"On May 6, the Kyrgyz Prosecutor General's Office sent a request for the extradition of Bakiyev to the prosecutor general of Belarus," Kyrgyz Deputy Prime Minister Azimbek Nazarov told journalists.
U.S. official to urge Kazakhstan to reopen Kyrgyz border
A senior foreign-policy adviser to U.S. President Barack Obama says he will urge Kazakh officials to reopen the Kazakh-Kyrgyz border.
Michael McFaul, Obama's adviser on Russia and Eurasia, told that he would bring up the border issue when he goes to Almaty later today for meetings with Kazakh officials on the situation in Kyrgyzstan.
McFaul arrived in Bishkek on May 4 and has held several meetings with members of Kyrgyzstan's interim government and representatives of nongovernmental organizations.
The Kazakh-Kyrgyz border has been closed by Kazakhstan since deadly clashes between antigovernment protesters and security forces in Bishkek on April 7 that ousted President Kurmanbek Bakiev, who fled to Belarus.
The border closure has affected many businesses and led to problems at several major markets in Kyrgyzstan.
Interim government spokesman Edil Baisalov told RFE/RL on May 5 that Kazakh President Nursultan Nazarbaev said the decision to close the border was based on reports that unknown numbers of weapons had been taken by protesters from Kyrgyz police during the clashes, which left more than 80 people dead and hundreds of others injured.
Baisalov said Nazarbaev pledged to reopen the border as of May 5, but it has remained closed.

According to T.Sariyev, ADB is ready to increase support Kyrgyzstan from 40 mln US dollars till 70 mln US dollars on grant basis. Besides, IMF is ready to increase its grant till 70 mln US dollars.

U.S. Support for Democracy in Kyrgyzstan

Kyrgyz Prosecutor General's Office will take the necessary measures for the extradition of ousted Kyrgyz President Kurmanbek Bakiyev. The head of Interim government of Kyrgyzstan Roza Otunbayeva signed the Decree.
The Decree states: "By committing the most serious crimes of admission the use of firearms against civilians, have lead many victims, Mr. Bakiyev was out of the rules of law, depriving themselves of the status of ex-president and his immunities."
US to make $15 million airbase payment to Kyrgyz interim government
The United States will transfer $15 million to the Kyrgyz provisional government as rent for the Pentagon's transit center.
Michael McFaul said during a visit to the Kyrgyz capital that the first quarterly rent payment since the ouster of President Kurmanbek Bakiyev would be made on Wednesday.
He added that during a meeting with the interim government he also discussed the restoration of democracy and urgent economic aid to Kyrgyzstan.
The military base was built on the territory of Bishkek's Manas airport in 2001 to service the US-led international military operations in nearby Afghanistan.
In early 2009, the Kyrgyz government announced that all US troops would have to leave the country, but later agreed a deal with the Pentagon that increased the rent to $60 million a year and turned the base into a transit center.
Russia also has a base near Bishkek, and in April expressed its readiness to provide aid to Kyrgyzstan's interim government. Finance Minister Alexei Kudrin said Russia would give Kyrgyzstan a $20 million grant and a $30 million concessional loan to help stabilize the economic situation in the ex-Soviet republic after the riots in early April that led to the opposition taking power and Bakiyev's departure.

M.Jenca has informed that he had visited the southern region of Kyrgyzstan on May 3, 2010 and met with the governors of Osh and Jalalabad oblasts, representatives of public organizations and national minorities.

A round-table talks titled “Draft of Kyrgyzstan’s Constitution. Analyses and perspectives” in the framework of national discussions, began its work in Bishkek on May 4, 2010.
Member of interim government of Kyrgyzstan O.Tekebayev believes that Kyrgyz parliament should implement this function and form the internal and foreign policy of Kyrgyzstan. “Premier is the subject of international policy and has the right to sign international documents without the consent of president” added O. Kyrgyzstan: $9 Million found in safe-deposit box of former defense minister
Kyrgyz authorities say they have found almost $9 million in cash belonging to former Kyrgyz Defense Minister Bakyt Kalyev in a safe-deposit box in a bank in Bishkek.
Acting Prosecutor-General Baitemir Ibraev told RFE-RL that besides the money, official stamps from Bishkek districts were found in other safe-deposit boxes.
He said the stamps may have been used to legitimize documents by officials in the government of ousted President Kurmanbek Bakiev involving illegal financial transactions. An investigation is under way.
Kalyev has been arrested by police and is being detained.
Bakiev and his government fled the capital on April 7 amid clashes between antigovernment protesters and security forces that killed more than 80 people and injured hundreds.

Son of ousted Kyrgyz President investigated for corruption
Maksim Bakiev, the son of Kyrgyzstan's ousted President Kurmanbek Bakiev, has been implicated in a corruption scandal which involved fuel delivery to the U.S. air base in the country.
Local media on May 1 cited prosecutors as saying air base suppliers bought fuel from Kyrgyz companies, who in turn bought fuel from Russia.
The Kyrgyz firms were owned by Maksim, and investigators say his father had relaxed import duties for his companies.
Numerous investigations have been launched into the activities of Kurmanbek Bakiev's government, which has been accused of money laundering and abuse of office.
