Final draft of the Constitution of Kyrgyzstan published

On May 22, Interim Government of Kyrgyzstan has officially published the draft of new Constitution of Kyrgyzstan and the Decree on the President of the Kyrgyz Republic for transition period.

Also, with the draft of the Constitution, there has been prepared a law on bringing into force the Constitution of KR, which will partially take effect from the day of official publication of results of the referendum.

Along with the Constitution, a decree “On President of Kyrgyzstan for transition period” will be put to the referendum on 27 June 2010. It specifies that the term of powers of the Transition President is established through 31 December 2011 and also that the powers of President for the transition period are given to the head of Interim Government Roza Otunbayeva.

According to the Decree, the interim president may not participate in the forthcoming presidential elections. Also, R. Otunbayeva has no right to "be a member of a political party, must keep political neutrality and refrain from any actions supporting political parties.

 

Elections of members of Zhogorku Kenesh (Kyrgyz parliament) will be held in accordance with the requirements, specified by article 70 of the Constitution of Kyrgyzstan. Judges of the Supreme Court and local courts shall preserve their authorities till the election and appointment of new judges in accordance with the new basic law.

According to the final draft of the Constitution, Parliament consists of 120 deputies. One political party can receive a maximum of 65 seats, even if it gains more votes. The other votes will be divided among the other political parties. This will leverage checks and balances. It creates all favorable conditions for the opposition. Opposition will get a real chance to be a counterbalance to the official authorities in the parliament.

Head of interim government Roza Otunbayeva was given presidential power on May 19, 2010 of the transition period.
The interim government has adopted a Decree that gives power to an interim president until December 31, 2011.

Issue on the Consolidation of Roza Otunbayeva as a President till 2012 has been discussed at the Referendum on May 19 in Bishkek, member of interim government Azimbek Baknazarov informed to the journalists.
According to him, the special Decree will be prepared soon.

On May 19,the interim government has adopted a decree that gives power to an interim president until 2012, informed the member of interim government Omurbek Tekebayev at the press conference in Bishkek.

Prosecutor General’s Office of Belarus has not received the original request for the extradition of ousted Bakiyev

General Prosecutor’s Office of Belarus has not yet received the original request for the extradition of the ousted president of Kyrgyzstan Kurmanbek Bakiyev, the head of the Information Department of Prosecutor’s Office of Belarus Peter Kisselev informed.
The official representative of the Prosecutor General’s Office of Belarus said that the issue of extradition for Bakiyev is necessary not only request but the criminal case to prove his guilt.

Russia’s $ 20 grant arrived in Kyrgyzstan

Deputy Chairman of interim government of Kyrgyzstan O.Tekebayev has met with the Special Representative of the President of Russia Vladimir Rushailo on May 18 in Bishkek.
They have discussed issues of development of relations between the countries. In addition, O. Tekebayev told about the measures taken by the Interim Government to hold democratic reforms, including the preparation and holding of a referendum on a new constitution.
Rushailo has confirmed Russia's readiness to provide necessary assistance to Kyrgyzstan. According to him, it is important to maintain the socio-economic stability in the republic.
Under agreements adopted between Russia and Kyrgyzstan, the state budget of Kyrgyzstan has already received the Russian grant in the amount of $ 20 million.

A. Beknazarov: Latvia has agreed not to endue with citizenship Maxim Bakiyev

Kyrgyz Prosecutor General's Office appealed to the supervisory authorities of Latvia to the request not to give Latvian citizenship to the son of the ousted president of Kyrgyzstan, Maxim Bakiyev, deputy chairman of the Interim Government A. Beknazarov informed at the press conference in Bishkek.
According to A. Beknazarov, from Latvia came a positive response.
M. Bakiyev accused of committing economic fraud in large-scale.
He is wanted by Interpol. According to the last information, M. Bakiyev is in Latvia.

“On this fortieth day after the tragic events of April 7 the United States Embassy honors the memory of all those who were wounded or killed in the tragic, violent events of those days.  Those events were shocking, and the suffering caused by those events to individuals, families, and to the Kyrgyz society at large was great.

It is vital that their sacrifice and suffering not be in vain.  There is no alternative to the path delineated by the provisional government to constitutional order and democracy.  We therefore call on all individuals in Kyrgyzstan to move forward democratically and peacefully.  Let us honor that sacrifice and ensure that it opens the way to positive changes for Kyrgyzstan

Kyrgyz Communist Leader jailed for two months

A Bishkek court ruled today that Communist Party leader Iskhak Masaliev should be detained for two months in connection with the takeover of government buildings in southern Kyrgyzstan last week.

Masaliev, 50, has officially been charged with organizing mass disorder on May 12-13 in the southern cities of Osh, Batken, and Jalal-Abad, where loyalists of former President Kurmanbek Bakiev briefly occupied several regional government headquarters.
Masaliev was arrested on May 14 with Usen Sydykov, a former adviser to Bakiev, after alleged recordings of the two were made public by the interim government in which two people were heard planning the takeover of the administration buildings in those three cities.

On May 16, people supporting Masaliev and a group opposed to him verbally confronted each other near the National Security Service building in Bishkek.
Kyrgyz authorities say the situation in the south -- where Bakiev loyalists and supporters of the interim government clashed last week -- has stabilized.
Meanwhile, Russian Consul-General in Osh Mukhamadzhan Ziganshin died of reported heart failure on May 16. He was 59 years old.

In Bishkek, the former head of Bakiev's presidential secretariat, Oksana Malevannaya, was transferred today from a detention center to her home where she will be under house arrest.
Her father, Aleksandr Malevanny, told that his daughter would stay at home until the completion of an investigation into charges that she abused her power while in office.
Malevannaya began a hunger strike in jail last week to protest her May 4 arrest.

Bakiyev and his government were ousted in the wake of clashes between antigovernment protesters and security forces in Bishkek on April 7 in which 86 people died and hundreds were injured.

Acting minister of finances of Kyrgyzstan Temir Sariyev has met with the special representative of the President of the Russian Federation for Cooperation Development with Kyrgyzstan, Vladimir Rushaylo.

Political, economical and humanitarian issues including the consultations on the widening of bilateral cooperation have been discussed between sides.

A rally devoted to the memory of killed people during protest action on April 7 held in Bishkek on April 17. 40 days passed after the tragic events of April, which killed 86 people and thousands injured.
There were about 3 thousand people. At the meeting head of the interim government Rosa Otunbayeva, her first deputy Almazbek Atambayev, Acting Mayor of Bishkek Isa Omurkulov and other members of the interim government of Kyrgyzstan have made a speech.

The action began with the showing of a short film about the April events. After that the official opening of a memorial monument in honor of the dead on April 7 took place.

 

Pro-government rally held in Bishkek

A Kyrgyz youth group has staged a march and rally in the capital Bishkek in support of the interim government.

The group, which calls itself "Aykel," or People of Great Spirit, marched through Bishkek on May 16 carrying banners that read "We are for a unified and stable Kyrgyzstan," "North and South are our Kyrgyzstan" and "Bandits should sit in jail." An estimated 500-1,000 people participated

Interim leader Roza Otunbaeva met with the group when they reached the capital's central square and thanked them for their support.

The rally follows a difficult week for Kyrgyzstan's interim government.

Supporters of former President Kurmanbek Bakiyev, who was ousted last month, staged protests in the southern part of Kyrgyzstan, and at one point seized administration buildings in all three southern provinces before being chased out by pro-government police and supporters.

At least one person was killed and 60 others injured in the clashes.
