192 people died during mass disorders in the south of Kyrgyzstan

According to the official information of the Health Ministry of Kyrgyzstan, 192 people died during mass disorders in the south of Kyrgyzstan, which began on June 11, 2010.

In Osh oblast, 145 died, 693 people hospitalized. In Jalalabad oblast, 47 people died, 220 have been hospitalized.

 

 

116 Indians can not leave Kyrgyzstan because of the mass disorders in the southern region

116 citizens of India can not leave Kyrgyzstan as a result of mass disorders in the south of Kyrgyzstan.

Among them are 15 students in Jalalabad and 99 students, teachers and 1 businessman in Osh oblast.

Indian diplomats in Bishkek contact with some of Indian citizens by phone blocked in the south of Kyrgyzstan. Also, the Indian Embassy communicates regularly with officials of security agencies and the Kyrgyz Foreign Ministry.

 

As earlier reported, Pakistani officials said that one of their country's citizens, a student, has reportedly been killed and 15 others taken hostage in Kyrgyzstan's volatile south.

Pakistani Foreign Minister Shah Mehmood Qureshi said today authorities are working to confirm the reports.

 

 

 

Medvedev warns against radicals taking power in Kyrgyzstan

Russian President Dmitry Medvedev said the worst scenario for Kyrgyzstan, hit by inter-ethnic clashes, would be in case Taliban-style radicals come to power amid the ongoing unrest in the country.

Violent clashes between ethnic Kyrgyz and Uzbek groups in southern Kyrgyzstan broke out in the city of Osh on June 11 and then spread to the neighboring Jalalabad region, leaving over 190 dead and more than 2,000 injured according to official figures.

"The most dangerous scenario would develop in case radicals come to power. When people lose faith in the ability of the authorities to establish order... we might see Kyrgyzstan that will be developing in line with the Afghan scenario, which is the scenario of the Taliban period and... it will be extremely dangerous for our country [Russia] and Central Asian countries," Medvedev said in an interview with The Wall Street Journal.

Kyrgyzstan plans to hold a referendum on the adoption of the country's new constitution on June 27.

The country's interim government, led by Roza Otunbayeva, took power on April 7 amid violent protests. Ex-president Kurmanbek Bakiyev fled the country and later resigned.

Presidential elections in Kyrgyzstan are to be held in October, 2011, and the new Kyrgyz leader will come into power the following January. Until then, Otunbayeva will have presidential powers.

 

 

 

 

Detained in London, Maxim Bakiyev seeking political asylum in the UK

Former president's son Maxim Bakiev has asked for political asylum in Britain.
As earlier was reported, Maksim Bakiyev was detained after landing at Farnborough airport in southern England without any documents. Last month Interpol circulated an arrest warrant for Bakiyev from the Pervomay district court of Bishkek City for fraud. The former president's second son is also being investigated for possible corruption related to fuel contracts he handled for the U.S. Manas airbase, a key site for U.S. and NATO military operations in Afghanistan.

 

 

 

Joint peace-making operation of USA and Russia in Kyrgyzstan - impossible

The American Assistant to the Secretary of State for Europe and Eurasia, Philip Gordon, excludes the possibility of organization of the USA and Russia joint peace-making operation in Kyrgyzstan.

"I do not think that someone will now consider the possibility of something similar," he said, answering a question at the seminar in the German Marshall Fund in Washington.

The seminar was devoted to the American-Russian relations on the threshold of the next bilateral summit, including the Kyrgyzstan issues. Gordon has underlined that the USA and Russia operate co-jointly, instead according to the rule "a zero-sum game", when a prize of one automatically means a loss of another.

Emergency state was introduced in the Jalalabad and Osh areas; however, the authorities have not been able to regain control over the situation. The sides discussed issues related to the situation in Osh and Jalal-Abad regions. Head of the American diplomatic corps expressed condolences to the people of Kyrgyzstan and emphasized that the U.S. will continue to provide humanitarian assistance to our country in this difficult time.

 

 

 

U.S. Government dedicated $10.3 million to help the Kyrgyz people

The U.S. Government has dedicated $10.3 million in funding for assistance to help the Kyrgyz people cope with the current tragic situation.  This assistance includes urgently needed medical supplies, small community assistance projects, food and agricultural assistance and support for the upcoming elections.

The U. S. Government, along with other international donors, is making plans for safe distribution of food and supplies, including medical supplies where they are most needed.  The United States supports statements by OSCE and the United Nations officials that the situation in southern Kyrgyzstan must be stabilized sufficiently for the safe delivery and distribution of supplies as soon as possible.  The United States is working closely with Kyrgyzstan’s Provisional Government in order to coordinate the safe and effective distribution of aid using aircraft or other means, as soon as this is possible.

 

 

 

Uzbekistan receives refugees from Kyrgyzstan

Uzbekistan organized tent camp in border areas with Kyrgyzstan, where refugees from neighboring states, who fled violence, were placed. According to some data, about 75,000-80,000 people are staying at the camp.

Uzbekistan’s channel Akhborot news programme said the main part of refugees is children, children and elder people. Uzbekistan provided food and medical aid to refugees. Medical establishments rendered necessary aid to victims, including with bullet injuries.

Representatives of international organizations visited refugees’ camp and hospitals in Andijan region, the report said.

Anita Nirodi, Permanent Representatives of UNDP in Uzbekistan, said: "Refugees were provided with essential medical assistance, food and shelter in the camps we have visited. We have witnessed that Uzbekistan's authorities provide all possible help to those refugees."

UNICEF Representative in Uzbekistan Jean-Michel Delmotte said: "I would especially note that the Uzbek government is quickly providing qualified assistance to and creating all conditions for the refugees.”

It is worth to note that UNICEF and UNHCR stated on Monday that they are sending humanitarian aid to Uzbekistan.

 

Russia not to send to Kyrgyzstan peacemaking forces

Russia does not intend to send to Kyrgyzstan peacemaking forces to settle the situation in the south of the country. Permanent Representative of the Russian Federation to the Organization for Security and Cooperation in Europe, Anvar Azimov, informed at the special session of the OSCE Permanent Council.

"We consider that such step would be unjustified as it is an internal conflict. Only additional contingent of the Ministry of Defence has been sent to Kyrgyzstan to protect safety of families of the Russian military men and the objects of the Russian Federation," A. Azimov explained.

"Kyrgyzstan is our ally, a close partner. Russia is sincerely interested that the stage of internal shocks is over as soon as possible and the issues of formation of the modern government capable to effectively cope with the difficult problems of social and economic development are solved. We consider that in this hard situation it is necessary to restore order, to stop interethnic conflict, which has resulted in death of people, and to solve humanitarian problems connected with it."

U.S. Government to provide over $800,000 in immediate humanitarian assistance

 The U.S. government has committed over $800,000 for immediate humanitarian assistance that will be provided through USAID.  In addition, we have identified over $200,000 in medical and emergency supplies that we are working with the Provisional Government to determine how best to distribute.

 These supplies, which include bandages, surgical instruments and clothing, among other items, are in country and ready to distribute.  More assistance will be provided as quickly as possible.

 

 

 

Chinese chartered planes bring home 195 nationals from Kyrgyzstan

Two Chinese chartered planes carrying 195 Chinese nationals who were evacuated from Kyrgyzstan arrived at an airport in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region early Tuesday.

The Chinese government dispatched the two Boeing 737-700 passenger planes late Monday to bring back Chinese nationals living in southern Kyrgyzstan, where ethnic clashes has left more than 120 dead.

The first plane landed at 4:25 a.m. (Beijing Time) and the second, 5:20 a.m.(Beijing Time), according to Chinese diplomats waiting at the airport.

The government dispatched two working groups to Kyrgyzstan and Urumqi on Monday for the evacuation task.

About 600 of the more than 1,000 Chinese living in south Kyrgyzstan have asked for early evacuation from the region, the ministry said.

Diplomatic sources said another two chartered planes will bring back the rest of the Chinese nationals on Tuesday.

It will be the largest evacuation task since April 2006, when Chinese chartered planes brought home some 400 nationals from riot-hit Solomon Islands.

 

 

 

 

Red Cross requests the world to allocate to Kyrgyzstan 10 million Swiss francs

The International Committee of the Red Cross urged the international community for an immediate $ 10 million Swiss francs (about 8,8 million dollars) to help the victims of ethnic clashes in southern Kyrgyzstan, where 170 people have died since June 11, 2010.
The Red Cross plans to assist 100 thousand people. Earlier, the organization delivered materials for emergency medical assistance.

In the coming days in Osh, 12 more aircraft are to deliver relief supplies, which included bandages and other medical materials, as well as essential items such as jerry cans, buckets and tarpaulins that are intended for 20 thousand families.

 

 

CSTO Security Council developed measures to stabilize situation in Kyrgyzstan

The CSTO Council of Collective Security developed measures for stabilization of the situation in Kyrgyzstan.

"These measures will be directed at decrease of level of national intensity, localization of illegal activities of criminal elements and bandit groups, suppression of extremist activities and strengthening of boundary security."

Following the results of the meeting, the Secretary of the Security Council of the Russian Federation, the chairman of the Committee of Secretaries of the CSTO Security Councils, Nikolay Patrushev, during consultations, the secretaries of the Security Councils did not exclude a possibility of application of any measures that CSTO possess, which will depend on the situation in Kyrgyzstan."

The consultations participants expressed confidence that the collective measures and the efforts of the law enforcement bodies of Kyrgyzstan with support and active assistance of the CSTO member states will provide conditions for stabilization of the situation in Kyrgyzstan.

The Secretaries of the Security Councils of the CSTO member states urge the provisional government of Kyrgyzstan "to undertake all the necessary additional steps to promptly restore order in the country."

 

 

 

Uzbek, Russian Presidents discuss situation in Kyrgyz Republic

President of Uzbekistan Islam Karimov held a telephone conversation with his Russian counterpart Dmitry Medvedev on Saturday.

The press service of Kremlin said that the sides considered situation in Kyrgyz Republic during their talk.

As earlier reported, Uzbekistan Foreign Ministry expressed great anxiety and concern in connection with events, which are taking place in south Kyrgyz Republic in Osh city.

The statement of the ministry said that there are all grounds to say that such actions are organized, managed and provocative. They have far-reaching goal to provoke inter-ethnical conflict, create intolerable conditions for minority nations, living in Kyrgyz Republic.

Uzbek Foreign Ministry expressed assurance that experienced people of Kyrgyzstan and its healthy powers have enough wisdom and life experience for restraining criminality to stabilize situation in the country and ensure peaceful and prosperous future of multinational Kyrgyz Republic.

 

 

 

UNICEF expresses concern in connection with situation in southern areas of Kyrgyzstan

UNICEF expresses deep concern in connection with the situation of children in the southern areas of Kyrgyzstan because of disorders and battles begun last Thursday.
"UNICEF has been receiving facts of terrible events, including photos of children who have been compelled to leave their houses, injured, separated from their families, and even killed."

UNICEF calls upon all parties to undertake urgent measures to protect children - always the most vulnerable citizens - in case of any conflicts and underlines that children cannot be involved in conflicts or participate in demonstrations.

UN chief confers with European security body on growing tensions in Kyrgyzstan

Secretary-General Ban Ki-moon conferred with the chair of the Organization for Security and Cooperation in Europe (OSCE) on the mounting tensions in Kyrgyzstan, as the United Nations assesses humanitarian aid needs arising from the violence that has reportedly claimed nearly 100 lives.
According to media reports, violence is spreading in southern Kyrgyzstan on the third day of ethnic fighting between Kyrgyz and Uzbeks which has also led to the wounding of several hundred.
During a phone call on Saturday with Foreign Minister Kanat Sauabayev of Kazakhstan, the Chairman-in-Office of the OSCE, Mr. Ban said he was alarmed by the scale of the clashes, the inter-ethnic nature of the violence, the mounting casualties and the large number of displaced people.
The Secretary-General said the UN was urgently assessing humanitarian aid needs resulting from the clashes, the latest unrest to hit the Central Asian nation after the violent uprising in April that ousted former president Kurmanbek Bakiyev.
Miroslav Jenca, the Special Representative of the Secretary-General and head of the Regional Centre for Preventive Diplomacy for Central Asia, was in the southern city of Osh last Sunday and is continuing his efforts to ensure the peace and stability of Kyrgyzstan.
Mr. Ban and the OSCE official agreed their respective special envoys and that of the European Union would coordinate their response to the crisis, according to information released by the Secretary-General's spokesperson.
The three envoys are either ready in the Kyrgyz capital, Bishkek, or on their way, the spokesperson added.

 

 

 

Ex-Kyrgyz Leader denies role in unrest

Exiled former Kyrgyz president Kurmanbek Bakiyev has denied any involvement in a wave of ethnic violence in the south of Kyrgyzstan that has killed at least 84 people.
   
Bakiyev said in a statement that reports of his involvement were "shameless lies" and that the interim government that replaced him after an uprising in April were proving incapable of quelling the unrest.

 

 

 

 

Kyrgyzstan addressed Russia to send peacekeeping forces to zone of conflict

The provisional government of Kyrgyzstan addressed Russia to send peacekeeping forces to the zone of international conflict in the south of the republic. The president of the transition period of Kyrgyzstan, Roza Otunbaeva, said at the emergency press conference in Bishkek on Saturday.

"The situation in the Osh area got out of hand. "I signed the letter to Dmitry Medvedev about introduction of foreign forces and already sent it to the Russian government," she informed.

According to R. Otunbaeva, the situation in Osh needs to be settled by introduction of external forces. "We are waiting for the response from Russia in the near future."

R. Otunbaeva added that the number of victims exceeds the official indicators of the Ministry of Health.

According to the Ministry of Health, death toll is 51 people, 695 people - have been injured, and 326 - hospitalization.
