Presidents of Uzbekistan and Russia hold telephone conversation on Kyrgyzstan

President of Uzbekistan Islam Karimov held a telephone conversation with his Russian counterpart Dmitriy Medvedev on 5 August 2010.
President Islam Karimov said that it is with sincere sympathy and compassion that the people of Uzbekistan take the situation with the natural disaster that has befallen Russia.
He expressed hope that the measures being taken by the President and the Government of Russia, which Mr Karimov sees as timely and necessary, will soon allow bringing the fires under firm control and launching disaster relief operations.
Dmitry Medvedev thanked the President of Uzbekistan for his kind words and wishes, as well as his offer to provide necessary aid and assistance.
During the conversation, the leaders also discussed the situation in the Central Asian region, first and foremost, in light of the situation developing in and around Kyrgyzstan. The presidents were pleased to note the close cooperation established and maintained between Tashkent and Moscow, including within the framework of international organisations, aimed at preventing recurrences of the dramatic events that have taken place, including those related to interethnic tensions.
The two leaders expressed their firm commitment to further coordinate joint actions in the interest of maintaining stability in the region. In this regard, contacts will be maintained at all levels of the two nations’ government.
The conversation was initiated by the Uzbekistani side, the press service of Kremlin said.

 

 

CEC: Kyrgyzstan’s political parties have to make statement during 5 days after the announcement of the date of parliamentary elections

Political parties which intend to participate in the parliamentary elections scheduled for October, according to the Article 4, Code 72, should make their statement to CEC during 5 days after the announcement of date for election.

The written statement should be attached with the certified copy of the charter of political party.

Wanted Urmat Baryktobasov detained in San Tash village on August 5. U.Baryktabasov and people who were accompanied him were armed.

On August 5, supporters of U.Baryktobasov from Meken Tuu party intended to hold national congress in the capital of Kyrgyzstan – Bishkek. But car column from his supporters who were going from Issyk Kul and Naryn oblasts were not let to enter Bishkek. It was suppose that there were armed people among them.  Kyrgyz militia used tear-gas and noise grenades against Baryktobasov’s supporters to not let enter Bishkek at the block post in Kirgshelk village (about 20 km far from Bishkek).

U.Baryktobasov was accused in attempts to seize the power in 2005.

Kyrgyz Ombudsman's Office investigating deadly ethnic clashes

The Kyrgyz Ombudsman's Office has set up its own commission to investigate the deadly clashes last month between ethnic Kyrgyz and minority Uzbeks in the southern part of the country.
Ombudsman Tursunbek Akun told that the commission is made up of 13 people from different ethnic groups, including Uzbeks.
He said the commission is working in Osh and Jalal-Abad in tandem with a national commission established by the government to look into the tragedy.

President Roza Otunbaeva also pledged to allow for an independent international investigation into the bloodshed, which included allegations of police and security forces' involvement.
Local and international rights groups have said an impartial probe is necessary to establish the causes and help avert further violence.

Akun, who was a longtime human rights activist before becoming ombudsman in 2008, said the results of his commission's work will be made public on September 30.
At least 356 people died and hundreds of thousands fled their homes during the violent clashes in the Osh and Jalal-Abad regions from June 10-15.

The outbreak followed by just two months political protests and a security crackdown that eventually forced then-President Kurmanbek Bakiev to flee the country and ushered in an interim government led by Otunbaeva.

 

 

Uzbekistan urges Kyrgyz authorities to speed up delimitation of border to prevent possible conflicts

Uzbekistan urges the Kyrgyz Government to speed up the delimitation and demarcation of the Uzbek-Kyrgyz border, the Committee for the Protection of State Border of the National Security Service of Uzbekistan said.

"Initiate before formed by the Kyrgyz Republic Government an issue of renewal and rapid completion of work of the joint intergovernmental commission on delimitation and demarcation of the Uzbek-Kyrgyz border to prevent conflict situations on the uncoordinated parts of the border and providing security at its perimeter," the paragraph made in the protocol adopted on the results of the working meeting of heads of border departments of the two countries, held last weekend in the Topolino settlement in the Khanabad city of the Uzbek Andijan region.  

The meeting was attended from the Uzbek side by Deputy Chairman of the National Security Service, the commander of border troops of the National Security Service, Major General Ruslan Mirzayev, from Kyrgyz side- first deputy chairman of the Kyrgyz State National Security Service Col Zakir Tilenov.

During the meeting the sides exchanged information on the nature and trends of the situation on the Uzbek-Kyrgyz border, as well as on the status and prospects of further cooperation between border agencies, the report said.

As a result of talks took place in a constructive way, the sides reached an understanding and the desired result, the report says.

An agreement was reached on immediate review of emerging cross-border issues, conduct joint examinations and objective assessment of the situation on the border to find rational solutions for them.

The total length of the border between Uzbekistan and Kyrgyzstan is 1,375 km, 300 km of which is under discussion.

 

 

 

N. Bordyuzha: CSTO operates to stabilize the situation in Kyrgyzstan

Countries of the Collective Security Treaty Organization (CSTO) conducted a number of measures to normalize the situation in Kyrgyzstan after tragic events in June 2010, said CSTO Secretary General Nikolai Bordyuzha.

Secretary General informed that humanitarian assistance to the CSTO member states came to Kyrgyzstan within the framework of agreements reached by the heads of CSTO member states at the informal summit May 8, 2010 in Moscow.

"Activities aimed at stabilizing the situation in Kyrgyzstan on a collective basis, adopted by the Collective Security Treaty Organization are in progress," - added Bordyuzha, the press office of the Secretariat of the CSTO reported.

Roza Otunbayeva: Kyrgyzstan not to pay for the service of OSCE forces in Kyrgyzstan

Kyrgyzstan does not pay for the service and deployment of OSCE forces in the region, said the president of Kyrgyzstan Roza Otunbayeva at the meeting with the People’s Assembly of Kyrgyzstan.

R.Otunbayaeva has commented on some allegations regarding the arrival of international police forces. “Kyrgyzstan does not pay for their stay and activities in our country. Their mission is to provide advice, monitor the situation in the region. We look forward to their assistance in restoring public confidence in law enforcement authorities of the country ", - said the President.
